Crisis Intervention Training for Local Law Enforcement in Guam

Guam, with its distinct cultural and historical context, faces an urgent need to enhance the effectiveness of law enforcement when it comes to handling incidents of domestic violence and sexual assault. Residents often report that cultural nuances are not adequately understood or addressed by local authorities, contributing to a lack of trust between survivors and law enforcement. This gap is particularly troubling given that one in four women in Guam has experienced physical or sexual violence from an intimate partner.

The challenges faced by survivors in Guam include cultural barriers that may prevent them from reporting incidents, as well as a general perception that local law enforcement may not provide the necessary support and understanding of their experiences. This lack of confidence can lead to underreporting of crimes and a diminished capacity for communities to address violence effectively.

To overcome these issues, the grant will fund specialized crisis intervention training for Guam's law enforcement agencies. The aim is to equip officers with the skills and cultural competence to handle domestic violence and sexual assault cases sensitively and effectively. Training will emphasize understanding local cultural dynamics, allowing officers to respond more effectively to victims and fostering an environment of trust and support.

By focusing on outcome-based training, the initiative seeks to reduce repeat incidents of violence and enhance the relationship between survivors and police. Officers will be trained on trauma-informed approaches, enabling them to better navigate the complexities that arise in domestic violence situations. This proactive approach not only addresses immediate needs but also fosters longer-term trust, encouraging survivors to report incidents and seek assistance.

Unlike other jurisdictions, Guam’s law enforcement needs to be particularly attuned to the cultural subtleties that influence survivor behavior.
